Birchmore’s Police Chief Says She Was Told to Do WHAT?!

Stoughton Police Chief Donna McNamara alleges that Town Manager Thomas Calter instructed her to destroy a report connected to a second internal investigation arising from the Sandra Birchmore case. Calter denies the allegations. The dispute led to litigation and became public as both officials were placed on paid administrative leave during separate investigations.

That second inquiry sits alongside an earlier question about what happened inside the Stoughton Police Department. On January 20, 2021, a friend called about Sandra Birchmore’s relationship with Matthew Farwell. Prosecutors allege a department employee told Farwell about the warning. Their indictment does not say which employee. Bob Motta examines why an internal complaint needs a clear record of who received it and who was told.

The department’s earlier investigation also identified misconduct involving Matthew Farwell, twin brother William Farwell, and former deputy chief Robert Devine. William entered a voluntary decertification agreement in September 2024. The state listed unauthorized records searches and false information to investigators among the allegations supporting the order.

Federal prosecutors allege Matthew killed Sandra and her unborn child and staged her death. He denies the charges, and his attorneys argue she died by suicide. The criminal allegations against Matthew should not be confused with the administrative findings about his brother or the separate civil claims involving town leadership.
